Construction Management Specialist

About the role

The Construction Management Specialist will provide senior‑level construction management services for Naval Facilities Engineering Command (NAVFAC) projects in the Mariana Islands. This position supports planning, design, and construction of naval facilities and includes oversight of both design‑bid‑build and design‑build contracts.

Key responsibilities

• Lead technical and administrative enforcement of assigned construction contracts, ensuring compliance with specifications and quality standards.
• Review pre‑final contract drawings and specifications for constructability and field compatibility.
• Participate in pre‑award meetings, functional analysis concept development sessions, and constructability reviews.
• Coordinate post‑award activities such as pre‑construction conferences, schedule acceptance meetings, LEED coordination, and final inspections.
• Serve as the technical representative for contract modifications, claims, and partner meetings.

Required profile

• At least one year of specialized experience equivalent to the GS‑12 level in the Federal service or comparable private/public sector experience.
• Experience performing administrative work to provide material, services, equipment, and contract support for construction projects.
• Proven ability to negotiate and administer construction contracts, ensuring specifications and quality assurance compliance.
• Background in overseeing maintenance and construction projects with focus on cost‑effectiveness, timeliness, and quality.
• Knowledge of quality assurance, quality control, process improvement, and reliability methods.
